フィリピン・マニラに住む私は、2020年のお正月を日本で迎えた以降日本に戻っていません。頻繁に日本に一時帰国するほど望郷の念の強い私ではありませんが、流石に２年近く帰国出来ないと望郷の念が強まるものですね。自分でも少し驚いています。

I am living in Manila, Philippines, I haven’t been back to Japan since I celebrated New Year’s Day in 2020. I’m not so nostalgic as to go back to Japan frequently, but I guess my nostalgia gets stronger when I can’t go back home for almost two years. I’m a little surprised myself.

と、いうことで２５日（月）に日本に一時帰国します。フィリピンへの戻りは１１月１５日（月）です。言うまでも無く、コロナウィルスを万が一にも日本に持ち込まないため、非常に厳しい防疫態勢となります。

So, I will temporarily return to Japan on Monday, the 25th Oct.. I will return to the Philippines on Monday, November 15. Needless to say, I will be under a very strict quarantine to prevent the introduction of coronavirus into Japan.

１．出国72時間以内のPCRテスト PCR test within 72 hours of departure

私のフライトは25日（月）の8時なので、22日（金）の8時以降のPCR検査が必要となります。当たり前ですが、検査結果は陰性でなければいけません。また、日本政府の所定フォームでなければいけません。私の場合、22日の金曜日に検査を実施、クリニックは土日は休みなので、所定フォームへの記載は受け付けてもらえず、土曜日にメールで検査結果を受け取ることとなります。独自フォームを日本政府は認めていますが、所定フォームの記載内容が漏れなく記載されていることを十分に確認しろ、と言ってます。たった今検査結果を受け取り、陰性かつ所定フォームの記載内容（採取検体、検査法、結果、検査日、結果判明日）が正しく記載されていることを確認しました。万が一記載内容に不備があった場合、どうやって訂正してもらったら良いのか、と考えると、月曜日のフライトを選択したことは間違いでした。

My flight is at 8:00 a.m. on Monday the 25th, so I will need a PCR test after 8:00 a.m. on Friday the 22nd. Of course, the test result must be negative. Also, it has to be on the form prescribed by the Japanese government. In my case, I conducted the test on Friday the 22nd, and since the clinic closes on Saturday and Sunday, they are not able to provide the designated form, and I would receive the test results by e-mail on Saturday. The Japanese government accepts its own form, but they want me to make sure that the information on the form is complete. I just received my test results and confirmed that they are negative and that the information on the form (specimen collected, test method, results, date of test, date of result) is correct. It was a mistake to choose Monday’s flight, as I wondered how I could get the information corrected in case there were any inaccuracies.

２．日本での防疫態勢 Quarantine measures in Japan

空港に着くと、PCR検査証明書を提出するとともに新型コロナの検査が実施され、それが陰性であれば、政府が定めた隔離ホテル（無料）に移送されます。フィリピンからの渡航者に対しては、６日間のホテル隔離が求められ、３日後、６日後に検査が実施されます。９月までは３日間のホテル隔離でしたが、６日間へと延長となりました。また、ホテル隔離後はハイヤーでの自宅隔離は可能です。フィリピンからの渡航者はワクチン接種の有無に関わらず、計14日間の隔離が求められます（現在、大部分のワクチン接種者は計10日間への隔離と短縮になりました）。31日に隔離ホテルから自宅隔離へとハイヤーで移動（約4万円の出費）、11月9日には外出が出来るようになります。

Once I arrive at the airport, I have to submit a PCR certificate and conduct the test for the Covid19. For travelers from the Philippines, a six-day hotel quarantine is required, have to conduct tests after three days and after six days. After the hotel quarantine, home quarantine by hired car is possible. Travelers from the Philippines have to stay in quarantine for a total of 14 days, regardless of whether they have been vaccinated or not (the quarantine period has been shortened to 10 days for most vaccinated travelers). On the 31st Oct., I will transfer by hired car from the quarantine hotel to my home quarantine (costing about 40,000 yen), and I will be able to go out on November 9th.

３．フィリピンでの防疫態勢 Quarantine measures in the Philippines

フィリピンでは５泊６日の宿泊を事前に確保する必要があります。そちらにはホテル準備の車に乗りホテルへ向かいます（費用は全て自己負担）。ホテルでの隔離が終われば、自宅隔離。合計１０日間の隔離の後、普通の生活が出来ます。

In the Philippines, I need to secure accommodation for 6 days and 5 nights in advance. There, I will be taken to the hotel in a car provided by the hotel (all expenses paid by me). Once the quarantine at the hotel is over, I will be quarantined at home. After a total of 10 days of isolation, I will be able to live a normal life.

４．一時帰国でやること To do during temporary going back to Japan

隔離期間中は在宅勤務となります（現在と同じ）。隔離期間含め実家に約２週間居ることになります。これは社会人になってから最も長い期間です。両親も８０歳を超えています。両親と過ごす時間も大事にしたいです。５営業日は休暇となるので、その間は、あれこれと買い物し、美味しいものを食べ、友達にも会います。名古屋にも劇団四季があり、ライオンキングをやっているようなのでそれも良いな、と思います。有効期限切れの運転免許証の更新等事務手続きも迅速に済ませたいです。

During the quarantine period, I will work from home (same as now). Including the quarantine period, I will be at home for about two weeks. This is the longest period of time I have spent at home since I started working. My parents are over 80 years old, I have to talk with them well. I will have five working days off, during which I will do some shopping, eat good food, and see my friends. There is also a Shiki Theater Company in Nagoya, and they are playing The Lion King, so that would be nice. I would also like to finish the paperwork quickly, such as renewing my expired driver’s license.

５．まとめ Conclusion

時間も労力もお金もかなり費やす一時帰国です。ルールには従い、コロナ禍収束の邪魔をしないように気を付けます。こんな異常な状況がいち早く収束することを祈念せざるを得ないですね。まだまだ出国すらできていないので油断は大敵。陰性証明も取れたので、荷造り等最終確認しなくちゃです。

This is a temporally return trip that will take a lot of time, effort and money. I will follow the rules and be careful not to interfere with the convergence of the Covid19 pandemic. I can’t help but pray that this unusual situation will be resolved as soon as possible. I haven’t even been able to leave the country yet, so I must be on my guard. Now that I have the negative certificate, I have to finalize my packing, etc.
